About this role

The Integrated Operations Support Division at Oak Ridge National Laboratory seeks a GIS Specialist to serve as functional system administrator for ArcGIS Enterprise. This role partners with IT staff and data owners across ORNL as the primary point of contact for the enterprise GIS platform. It fosters customer relationships by proactively identifying, implementing, and communicating continuous improvement efforts.

The GIS Specialist builds awareness of existing GIS capabilities and develops new tools and workflows. Responsibilities include defining the vision, roadmap, standards, and governance for GIS across the Directorate. Supported areas encompass site and asset management, utilities, logistics, environmental safety, strategic planning, construction, engineering, emergency management, and security.

Day-to-day work involves administering ArcGIS Enterprise components like Portal, Server, and Data Store. The role designs web maps, applications, scenes, dashboards, and mobile apps using tools such as ArcGIS Experience Builder, Dashboards, and Survey123. It also manages geodatabases, publishes services, and supports offline workflows and mobile data collection.

Collaboration occurs with managers, process owners, IT staff, and end users to gather requirements and implement improvements. The specialist provides technical support, mentors team members, leads training, and promotes best practices. Requirements

  • BS in GIS, geography, environmental science, environmental informatics, computer science, engineering, natural sciences, or a related field
  • Minimum 8 years of relevant GIS experience
  • Proficient with ArcGIS Pro and ArcGIS Enterprise, capable of architecting, developing, and maintaining enterprise GIS solutions
  • Experience administering enterprise geodatabases and managing versioning and replication
  • Skilled in Python scripting, Arcade expressions, and automating GIS processes
  • Knowledge of web GIS development with ArcGIS Experience Builder, Dashboards, and Survey123
  • Familiarity with data interoperability for CAD, BIM, and custom coordinate systems

Responsibilities

  • Serve as the functional system administrator for ArcGIS Enterprise (Portal, Server, Data Store) and associated applications and datasets
  • Design, develop, and maintain web maps, web applications, web scenes, dashboards, and mobile apps using ArcGIS Experience Builder, Dashboards, Survey123, and related tools
  • Administer and optimize enterprise geodatabases, including SQL views, schema design, privileges, versioning, and replica management
  • Lead data interoperability efforts to integrate CAD, BIM, tabular, and other datasets into enterprise GIS with correct coordinate systems and projections
  • Develop and maintain Python scripts, Arcade expressions, attribute rules, and automated processes including batch scripts and Windows Task Scheduler jobs
  • Publish and manage map, feature, image, geoprocessing, and real-time (GeoEvent) services
  • Implement and support offline GIS workflows, mobile field work, GPS-based data collection, and road network analysis (Network Analyst)
