About this role

NV5 is seeking a GIS Developer/Artificial Intelligence Programmer Analyst to provide AI tools and produce a Small Language Model for its federal government client at the Federal Center in Lakewood, Colorado. The role offers work from home or on-site options with travel under 10%. U.S. citizenship and eligibility for DOI federal security clearance are required.

Support the client’s Resource Uses, Decisions, and Description (RUDD) Program using internal BLM AI. Process multiple Land Use Planning documents to identify decisions and create a “Current Land Use Plans Decisions” product aligned with the RUDD template. Deliver metadata, reports, data, code, scripts, and documentation as requested.

Requirements

  • Bachelor's degree in Geography, GIS, Computer Science, or related field
  • Minimum of two (2) years of application development experience
  • Experience using AI and Small Language Models
  • Experience managing and presenting metadata using CSS, ESRI ArcMap Metadata Editor, ESRI Arc Pro BLM Metadata Tool, XML, HTML, NotePad++, PDF, R programming language, XML Notepad
  • Experience with programming/scripting languages such as R, Python, VBA, VB.Net
  • Experience with metadata standards such as FGDC CSDGM, ISO 19115, Exif
  • Experience with metadata methods including inspection, automating quality checks, transforming, and publishing metadata
  • U.S. Citizenship required and eligible for federal security clearance (DOI)

Responsibilities

  • Provide support for client’s Resource Uses, Decisions, and Description (RUDD) Program using internal BLM AI
  • Create a Small Language Model to process multiple Land Use Planning documents
  • Identify land use plan decisions and create a “Current Land Use Plans Decisions” product aligned with the RUDD template
  • Provide metadata, reports, data, code, scripts, system documentation, or other related items
  • Develop scripts and tools for managing geospatial data and metadata
  • Automate metadata quality checks and transform metadata for land use applications
  • Support mobile data collection workflows involving offline operations
