About this role

Parsons is seeking a GIS Developer to support the end-to-end delivery of a large-scale Geospatial Digital Twin programme for a major national infrastructure owner in the Middle East. This multi-year initiative will design, build, and operationalize an Operational Digital Twin platform that integrates geospatial data, real-time IoT/SCADA feeds, asset information, and core enterprise systems.

The role spans discovery and stakeholder engagement, requirements and architecture design, proof-of-concept delivery, implementation of a production-grade environment, and post-implementation support. The GIS Developer will configure and develop GIS services and applications while supporting integrations between ArcGIS and enterprise systems.

You will work closely with the GIS Development Lead and a team of international experts, developers, and engineers. The position involves configuring map services, developing geoprocessing tools, implementing GIS data models, and performing testing and performance tuning across key Digital Twin use cases.

Requirements

  • Degree in GIS, computer science, engineering, or a related technical discipline from an accredited institution
  • Experience developing or configuring GIS solutions using the Esri ArcGIS platform (e.g., ArcGIS Enterprise, ArcGIS Online, ArcGIS Pro, web maps/apps)
  • Working knowledge of geospatial data models, vector and raster data, spatial analysis, and basic geoprocessing techniques
  • Basic experience with scripting or programming for GIS automation or customisation (e.g., Python, ArcPy, JavaScript), and familiarity with web GIS concepts
  • Exposure to solutions that integrate ArcGIS with enterprise and operational systems (e.g., EAM/CMMS, ERP, BIM, SCADA/IoT platforms, data warehouses/lakes)

Responsibilities

  • Support the GIS Development Lead in configuring and developing GIS components of the Operational Digital Twin across discovery, design, PoC, implementation, and post-implementation support phases
  • Assist in configuring and publishing map services, feature services, web maps, and web/mobile GIS applications using the Esri ArcGIS platform
  • Help develop and maintain geoprocessing tools, scripts, and automation routines to support data loading, transformation, validation, and analysis
  • Support the development and testing of integrations between ArcGIS and enterprise/operational systems under the guidance of the GIS Development Lead and Integration Lead
  • Assist in implementing and maintaining GIS data models, including spatial, time-series, and asset/linear network datasets
  • Support testing, performance tuning, and optimisation of GIS services and applications to meet agreed non-functional requirements
  • Assist in preparing technical documentation, configuration records, and operational runbooks for GIS components
