We seek an experienced Lead GIS Developer to drive data analytics projects involving Medicaid and CHIP clients and provider data. This role architects and oversees enterprise GIS solutions aligned with organizational strategies and public health objectives.

Design, implement, and govern ArcGIS-based geospatial solutions for mapping healthcare clients and provider locations, ensuring data quality, security, and compliance with state and federal policies. Develop geospatial data architectures, workflows, and metadata standards to support enterprise mapping and analytics. Oversee creation and management of GIS datasets including demographic, socioeconomic, health, and program data.

Serve as the single point of contact for the IT organization, collaborating with GIS data analysts, data scientists, internal teams, external partners, and stakeholders. Coordinate to gather requirements, define governance frameworks, and ensure effective data sharing and integration. Mentor GIS analysts and developers on best practices for spatial analysis, web mapping, and data visualization using ArcGIS tools.

Establish and enforce geospatial data management policies, documentation standards, and quality assurance processes. Advise on advanced spatial analyses to inform public health initiatives and track contract compliance. Prepare and present technical reports, dashboards, and interactive web maps for executive leadership and stakeholders.

Requirements

  • Expertise in Esri ArcGIS for geospatial architecture and development
  • Experience leading enterprise GIS solutions for data analytics
  • Strong leadership in geospatial data governance and data management
  • Understanding of Medicaid and CHIP program delivery
  • Proficiency in developing geospatial workflows and metadata standards
  • Skills in managing GIS datasets for demographic, health, and program data
  • Ability to conduct advanced spatial analyses for public health
  • Experience with web mapping, data visualization, and ArcGIS tools

Responsibilities
